This module is required to integrate with the purchasing, inventory and fixed assets modules,
Furthermore the Accounts payable application should provide users in the Hospital , immediate access to complete vendor , invoice and transaction information.

The following has been extracted from a recent RFP. I've included it here for your reference. It may prove useful for anyone preparing such a document.

Accounts Receivable

The module is required to provide and manage the charges, the aged unpaid invoices, the credit facilities and limits, the guarantors accounts, and their various splits
Accounts Receivable module should take into consideration Customers as :
Patients , Employees , Business , Education , or Government Institutions , Insurance Companies and other Guarantors.

Budgeting and Forecasting

Budgeting and forecasting is required to offer the Hospital executives, facility administrators, and department managers a powerful tool to create and manage their budgets.
Budget Control is the module that integrates with all aspects of expenditures related to salaries, procurement and administrative. The module should allow the Hospital to reserve, commit and expense funds as per Ministry of Finance rules and regulations in this respect.

Cash Management

The module is needed to respond to all cashiering activities in the Hospital, i.e. cash disbursement, cash receipts, cash forecast and cash activity management in general.

Cost Accounting

Ability to create detailed reports on comparisons of actual and standard costs, fixed and variable costs, budgets, variance analysis, service profitability, and departmental responsibility.

Cost Allocation

A Cost Allocation Module is needed between the various departments and units in the Hospital , to help in stabilizing the cost of services rendered to the community.

Fixed Assets

The module is needed to be an integrated part of the ledger/procurement to manage , control and depreciate all the major equipment, buildings , and facilities.
The application should accommodate an unlimited number of assets. The application should adhere to either standard or hospital defined methods of depreciation ;
Furthermore the application should monitor and control assets in four statuses: initial, active , retired , and proposed.
Active and/or proposed assets may be incorporated into the budget, with budget projections automatically forwarded to the general ledger application.

General Ledger

This module is required to be versatile and flexible to accommodate the ministry and the hospitals needs in general. It is also required to support multi chart of accounts, and integrate with budget planning, and cost allocation.

Human Resources

Materials Management ( Purchasing )

The module is required to provide support and effective control for purchasing, inventory, and distribution of all supplies and services. The system is required to track materials from purchase through disposition.
Materials Management module should help control and manage inventory, supplies , and equipment throughout the Hospital.
It should help facilitate the purchasing and receiving of supplies, manage equipment maintenance , and maintains contract information.
